Training Needs Analysis

Croatian Chamber of Economy (CCE)  as a pilot institution realized through its County Chambers an on-line survey on the educational needs in small and medium enterprises with particular emphasis on entrepreneurial skills. It is a part of the Regional TNA Project realised by South East European Centre for Entrepreneurial Learning – SEECEL.  The survey was performed in the period from October 31st to November 25th 2011, while the analysis of the results has been realised in March and April 2012.  Comparative results for all 8 countries was  published at March 2013 by SEECEL.

TNA summary, November 2011

The Ministry of Economy, Labour and Entrepreneurship (MoELE) signed in July 2008, with the Croatian Chamber of Economy the Contract on co-operation in the Project The Analysis of the Educational Needs in Small and Medium Enterprises with Particular Stress on Entrepreneurial Skills.

The results of the future continuous research of small and medium-size enterprises will be of use to the education system for the purpose of adjustment of educational programmes to the needs of the labour market on all levels and in the international environment for the needs of the South East European Centre for Entrepreneurial Learning (SEECEL).


On November 24, 2011, a presentation of the results for the training needs analysis (TNA) in small and medium-sized enterprises with particular stress on entrepreneurial skills for the year 2011 was held in the Croatian Chamber of Crafts and Trade. Both small and medium-sized enterprises and craftsmen were covered by this on-line survey. The results have shown that significant efforts must be invested in the area of computer skills and the awareness of state supports. Ms. Vesna Štefica, Project Leader and Assistant Director of the Human Resources Development Centre, has emphasized the need for greater cooperation between small and medium-sized enterprises with educational and scientific institutions.

This is the third  analysis so far, and at the moment Croatian Chamber of Economy as a pilot institution conduct regional research as a result of SEECEL TNA pillar. The results of this research will be available at March next year.

On February 09, 2011, a presentation of the results for the training needs analysis (TNA) in small and medium-sized enterprises with particular stress on entrepreneurial skills for the year 2010 was held in the Croatian Chamber of Economy (CCE).  This is the second analysis so far, and the third one will be carried out this May.  Both small and medium-sized enterprises and craftsmen were covered by this on-line survey. The results have shown that significant efforts must be invested in the area of basic computer skills and the awareness of state supports. The regional dimension of the project was presented by Ms. Efka Heder, Director of the South East European Centre for Entrepreunial Learning (SEECEL). Ms. Heder said that the Centre’s working group is currently preparing a regional comparative instrument based on the development of national instruments and on establishing a regional network of consultants for various training forms offered to entrepreuneurs.
